The
Valencia Council of Culture (Consell Valencià de Cultura)
is a consultation and advisory institution for
the Valencia Regional Government (Generalitat
Valenciana) for the specific affairs related to Valencian
culture; and its task is the defence and promotion of the
Region's own linguistic and cultural values.
Many
Administrative institutions obligatorily consult this council
in order to commence proceedings that concern the Valencia
cultural heritage. But is also consulted in a non-obligatory
way by these same institutions, and its recommendations
can be communicated by their own inititative or by assuming
the claims of entities or individual citizens.
Thus,
they act based on the reports and opinions (requested by
the Administrations) and the unrequested reports, issued
in the form of recommendations, are all prepared by their
permanent information comittees or by regular written reports
that are approved and accepted by the full assembly of the
institution. The Valencia Council of Culture's public activities
are also focused on the organization of informative forums
related to various aspects of Valencia culture, their educational
publications, and research assistance.
The
founding of the Valencia Council of Culture is contained
in article 25 of the Autonomy Statute (Estatut d'Autonomia)
for the Valencia Region (Comunitat Valenciana), Constitutional
Law of 1982, which declares that "a law from the Valencia
Regional Assembly (Corts Valencianes) will establish the
functions, composition, and the organization of the Council
of Culture, whose members will be elected by a two-thirds
majority of the Valencia Regional Assembly".
However,
three years later on the 30th of october 1985, when the
Valencia Regional Assembly approved the Law governing the
creation of the Valencia Council of Culture, it became a
part of the group of institutions that constitute the Valencia
Regional Government.
There
are no precedents in the Valencia statutory history for
an advisory organization for culture. The consultation references
must be searched for in the state territory and in the other
regional governments: the State Council (Consell d'Estat),
Canary Islands Consultation Council (Consell Consultiu de
Canàries), the ones in the Balearic Islands and in
Andalusia, etc. but none exist for the culture; there is
only one that is similar in Galicia: The Academy of Galician
Culture.
The
institution's first provisional headquarters were
located in the Regional Council of Culture and Education
(Conselleria de Cultura i Educació); the second,
also provisional, was inside the Records offices of the
Valencia Regional Government; and the third and definitive
headquarters are now located in the Palau de Forcalló
(Forcalló Palace), calle Museo nº3 in Valencia.
Despite
the fact that the Council of Culture headquarters are located
in the city of Valencia, the institution has held sessions
in many Valencian Municipal centres: Castelló de
la Plana, Alacant, Morella, Elx, Vilafamés, Peníscola,
Xàtiva, Monòver, Oriola, etc.
The
first members were appointed for a six-year term, by
the decree 50/1985. The first renewals for ten of its members
took place three years later, and eleven were appointed
in the second renewal, thus these rotating terms of office
have continued in the successive renewals.
